First recognize what you can control and act to control it. Then recognize what you can't control and act to influence it.

As an illustration of what I mean pretend for a moment you've submitted your resume to a job posting on Monster.

You can control the format and content of your resume, how position specific your cover letter (or email) is and how you follow-up. You might also have controlled how you submitted your candidacy.

You can't control whether the posting was a true representation of the position; whether the person doing the first pass screening of submitted resumes will actually look at your resume; whether she puts it in the "yes" folder for further review or whether the hiring manager will ever get to see it.

Accept ownership of your candidacy. Don't worry and fret or waste time blaming others. Take action instead.
