When considering the how, where and when of submitting your candidacy, your choices depend upon your individual situation. (And it should be a given that before sending your resume anywhere you are sure that it's focused and represents you in the best possible way.)

Not Currently Working - Need Work ASAP

If your goal is to get your resume in front of as many potential hiring managers as quickly as possible you will want to consider posting your resume to job boards. In fact, with coverage the goal, the more the better.
